1.General Affairs Office (Policy and Regulation Division)
The General Affairs Office deals with daily routine work, such as telegrams, conference, confidential and files, etc.; undertaking the responsibilities of information security, secrets protection, dealing with letters and visits of the people, and making government affairs public, etc.; organizing the research for marine strategy; drawing up relevant local laws, regulations, policy and measures; reviewing the legality of normative documents and evaluating regulations and regulatory documents; and assuming administrative supervision on law enforcement, administrative appeals and administrative respondent .
2. Finance Department.
Finance Department is responsible for guiding the supervision and management of financial and auditing work, state-owned assets and the government procurement of the institutions directly under the Department; reporting the departmental budgets and organizing their implementation; drafting and supervising the implementation of medium- to long-range development program for Oceans and Fisheries; guiding and organizing the fishing planning and construction; undertaking the work related to marine and fisheries project, such as infrastructure, industrial development and business management systems; and take charge of the work of marine and fisheries statistics and industry information.
3. The Department of Ocean Comprehensive Development and Coordination.
The Department of Ocean Comprehensive Development and Coordination assumes coordinating the relevant marine affairs and guiding marine development activities; participating in surveys on basic geographic and comprehensive marine information; drawing and supervising the implementation of the planning of the marine function zoning, main marine functional areas and islands protection and development and utilization; assuming the work of coastal development and protection of coast zone ; coordinating approval of major marine projects to the State; organizing marine economy monitoring, evaluation and information dissemination; and assuming the daily work of provincial ocean leading group.
4. The Department of Sea Area and Island Management.
The Department of Sea Area and Island Management in charge of sketching the technical specifications for Sea area use and sea island protection; organizing the assignment and management of area boundaries and coastlines; implementing of the systems of sea waters use certification and paid use of them; auditing sea area use projects; managing sea area use ownership and artificial structures on offshore; assuming the job for inhabitants island development, protection and management; organizing the demonstration and assessment for sea waters and the island use; reviewing and monitoring the submarine cable, pipeline laying and offshore artificial structures setting; and offering the guidance to transfer the right to use the sea area and build dynamic system to monitor the sea use.
5. The Department of Resources and Environmental Management (sharing offices with Ocean Forecasting and Mitigation Department).
The Department of resources and environmental management assumes the responsibility of drafting and implementing environmental protection and remediation planning of marine and fisheries; organizing monitoring, inspection, evaluation and information dissemination for marine and fisheries resource and environment; committing to the work of ecological environment conservation and restoration of marine and fisheries; developing and implementing the systems of total amount emissions control in key sea areas to monitor ocean wastes dumping, land-based pollutants discharging; undertake the job of marine and fishery environmental pollution and ecological damage prevention which are brought by marine engineering construction projects; assumes the investigation on marine and fishery water pollution accident and the work on the claims to state; organizing the work for living aquatic resources conservation, proliferation discharge and artificial reef construction to supervise and manage the alien aquatic wildlife and aquatic species safety; take the management of marine observations, forecasts and evaluation; guiding the monitoring and assessment for disaster and prevention and mitigation in the field of marine and maritime; organizing the construction of marine disaster prevention and mitigation system; developing and implement the contingency plans for marine and fisheries; and guide fisheries production safely
6. The Department of Fisheries and Ocean Fishing.
The Department of Fisheries and Ocean fishing takes charge of organizing and implement the policies and measures for fisheries and fishing; committing to the management of aquaculture and capture fisheries; assumes the supervision and management on fisheries and fishing information dissemination, fishing gear and fishing law; giving the guidance to adjust the fisheries industrial structure, job layout and fisheries health culture; organizing and implementing the systems, such as volts quarter fishing system, fishing licensing system, breeding and seeding production permission system; assuming the management of ocean fisheries to guide and coordinate the development of offshore and ocean fishing, and participating in handling the foreign fishing event; and offering the guidance and support for social service system to fisheries, fishing regional cooperation economic organizations and professional fishermen cooperative organizations.
7. The Department of Fishery Quality and Safety Management.
The Department of Fishery Quality and Safety Management Committing to the job of supervision and management for quality and safety of primary aquatic production processes, use of fishing inputs and the production of genetically modified aquatic; organizing aquatic products quality and safety inspection, risk assessment and information dissemination according to the law, and offering the guidance to build the supervision system for aquatic product quality; drafting the fisheries standards and organizing their implementation to guide standardization in fishery production , mechanization of fishing and aquatic products processing and circulation; organizing and implementing the system of aquatic origin identification and product traceability.
8. The Department of Technological Exchanges and Cooperation
The Department of Technological Exchanges and Cooperation is responsible for drawing up and organizing the implementation of science and technology development planning for marine and fishery; organizing science and technology research, introduction, transformation and results-based management for marine and fisheries; organizing and implementing research, development and application for water use and marine renewable energy; undertaking the construction science and technology innovation system; promoting foreign exchange and cooperation in the field of marine and fisheries; Regulating and supervising the introduction of aquatic seed.
9. The Personnel Department (sharing offices with Committee of the Communist Party directly under the Office and Retirees Service Offices).
The Personnel Department takes the responsibilities of the personal management, institutional establishment, labor wages, Party work and retired personnel services of the Department and guiding the relevant work of the units which are directly under the Department.
