Institutional responsibilities

1. The Department assumes the responsibility of implementing national and provincial work on marine and fisheries policies, laws and regulations; organizing the drafting of relevant local laws and regulations; organizing the research for marine strategy; and drawing up development strategies, relevant policies and management systems and supervision on their implementation for the marine industry or fisheries.
2. The Department takes the responsibility of the integrated management, coordination and guidance for marine development and protection; and responsible for relevant work for coastal development and protection.
3. The Department assumes the responsibility of economic performance marine monitoring, evaluation and information dissemination; organizing and implementing the statistics and accounting of marine and fisheries’ economic and social development; offering the recommendations for optimizing the structure of marine economy and adjusting industrial layout; and organizing the work for saving energy and reducing discharge and addressing the climate change in the field of marine and fisheries.
4. The Department is in charge of regulating the order of sea areas use; supervising and managing of sea areas use which is authorized; reviewing project of sea areas use and managing use ownership and artificial structures on offshore; organizing the demarcation and management of the area boundaries and coastlines; supervising and managing the submarine cable pipelines laying and offshore artificial structures setting; and responsible for the work related to the sea project.
5. The Department assumes the responsibility of islands’ ecological protection and legitimate use of uninhabited islands’ management; drawing up the island conservation and development planning and policy and supervision on their implementation; and organizing and implementing the management of uninhabited islands use.
6. The Department bears the responsibility for marine environmental protection and restoration; Organizing the investigation, monitoring, surveillance, evaluation and information dissemination for the marine resources environment; organizing and implementing the systems of total amount emissions control in key sea areas; monitoring ocean wastes dumping, land-based pollutants discharging; protecting the ecological environment of marine and fishery waters and aquatic resource; supervising and managing the marine and fishery nature reserves and specially protected areas; assuming conservation and restoration of typical and representative marine ecosystems; and managing the marine natural resources which is stately divided
7. The Department assumes the duty of marine environment observation prediction, marine hazard warning and fisheries disaster prevention and mitigation; responsible for public emergency work of marine and fisheries.
8. The Department organize and performs fisheries and fishing development policy and measures to guide the fishing industry restructuring, product quality improvement, and sustainable development of fishery industry; organize the work of aquatic disease prevention and control; implements the certification of aquatic safety standards; supervises and manages the quality and safety of aquatic primary production chain; releases the information of quality and safety of aquatic products; and organize and guiding the construction of the fisheries infrastructure.
9. The Department is responsible for supervising and managing the fishing licenses and fishing port, fishing boats, fishing machine, fishing gear and methods and fisheries telecommunications; organizing and implementing the fishing moratorium, and managing the relevant of pelagic fishery.
10. The Department is in charge of organizing and implementing the strategy of “Science and technology enriching the Sea” and “Science and technology enriching the fisheries”; propelling research, application and promotion for science and technology; organizing and implementing research, development and application for water use and marine renewable energy; and undertaking the construction on science and technology innovation system of marine and fishery and digital marine.
11. The Department assumes the responsibility for promoting foreign exchanges and cooperation.
12. The Department undertakes marine surveillance, fishery management, fishing ports and fishing vessel monitoring and inspection; Responsible for cruising, monitoring, supervising and managing the regional area, and investigates and deals with illegal activities according to law; protecting the rights of national marine and fisheries; managing oceanic and fishery law enforcement team all over the province.
13. The Department assumes the responsibility for undertaking other matters assigned by the Provincial People's Government and national authorities.
